It applies to privately owned or rented homes with an Energy Performance Certificate (EPC) rating below C, where residents earn under £36,000 annually or meet alternative benefit-based or postcode-based criteria.

Eligible upgrades include insulation, solar panels, and low-carbon heating systems – such as air source heat pumps – at no cost. The funding is overseen by local authorities, who are responsible for identifying eligible homes, overseeing delivery, and ensuring compliance with PAS 2035 standards.

Warm Homes Grant: Social Housing Fund (SHF) Wave 3

The Warm Homes Social Housing Fund (SHF) Wave 3 is a £1.29 billion government initiative running from April 2025 to March 2028, targeting homes below EPC band C, helping landlords upgrade properties through coordinated, whole-house retrofit measures.

Eligible improvements include insulation, low-carbon heating systems such as air source heat pumps, mechanical ventilation, and solar PV. All retrofit works must comply with PAS 2035 standards to ensure quality, consistency, and long-term performance.

Funding is open to local authorities, combined authorities, registered providers of social housing (including housing associations), and charities that own social housing.
